In any case, I proceeded with the install, launched Teams, and after prompting me to login is now finally working. I noticed that Teams was marked as 'Upgrade', whereas Auto Updater said 'Install', so it must have detected some other trace of Teams being previously installed. I then used the Office Suite installer, and went into advanced settings to customize it, removing everything but Teams and the Auto Updater. I deleted the previous app via the standalone package, and once again went through and manually removed any remnants of Teams from /Library and ~/Library (caches, preferences, etc.). So for anyone else having the problem, trying using that method instead.

I tried the solution provided by u/Daz_Didge below, using the full Office Suite installer vs the stand alone Teams installer, and that finally worked. Which kind of sucks since I use my M1 all the time for work and we use Teams a lot, and while the browser mode works, it has a lot of limitations so I would prefer using the real app if possible. Other Intel apps work great, there just seems to be something with Teams that it doesn't like. I've read threads in here where other people don't seem to have issues, but I'm not sure why my situation would be different. I even tried running the Teams IOS App IPA, but that doesn't seem to be M1 compatible. I tried letting it set at the loading page for hours just to see if Rosetta2 needed more time, but it never changes. I tried uninstalling/reinstalling countless times. I found other reports online where people had similar experiences and said to run the app with -disable-gpu, but I tried that and it didn't change anything. Nothing works, even the 'about' function from the top bar menu. If I click on the Teams app at the bottom of the screen, it brings up a solid white page. When I launch it, I get the "Loading Microsoft Teams" popup, but it never goes away.

The web version works fine, albeit slow and limited in the browser, but when I try to download and install the package from Microsoft, while it installs, it never actually runs.
I've been trying to get the Microsoft Teams app to work on my new M1 Mac Mini, but it's not working and I've tried everything I could to fix it to no avail.
